Tom is a recognised expert in AI adoption and technology transformation with over 25 years' experience helping governments and global organisations manage major technological and organisational change. He works with public sector leaders and teams to help them turn Microsoft Copilot and AI agents into practical, responsible ways of working.

Tom helps build judgement and confidence in organisations where teams are increasingly expected to use Copilot well, from everyday tasks through to building and governing their own AI agents.

He has delivered AI and Copilot programmes for departments including HMT, MHCLG and DWP, and has worked across public bodies and local government including Ofgem, the Valuation Tribunal Service and the East Midlands Combined County Authority.

Tom was previously a Senior Adviser on Digital & Technology Skills in the Cabinet Office.
