Sian Reilly is a Data and Intelligence Analyst at Westminster City Council, where she builds evidence bases that senior leaders, legal teams and external bodies rely on. As lead analyst on the council’s Cumulative Impact Assessment of licensed premises, she combined police, licensing, noise and footfall data into a single, transparent scoring method. This let competing stakeholders see exactly how the evidence had been weighed. The work held up through public consultation and was nominated for a Local Government Association award.

For the council’s Executive Leadership Team, she modelled the drivers of the ward-level life expectancy gap. She also built a UK-wide benchmarking tool that reconciles four national statistical frameworks, now used to inform children’s services and medium-term financial planning. Beyond the council, she produced spatial analysis for a successful NHS research funding bid. As an ONS Secure Researcher, Sian works within strict disclosure controls and brings the same rigour to checking AI-generated outputs against their sources.
