Andrew has spent more than 20 years making policy and putting it into practice, in central government, in London councils, at a national contractor, and as an adviser. As a Deputy Director at the Department for Education, he was responsible for the existing school estate in England, advised ministers, and represented the department across Whitehall, including at COBR and Ministerial Recovery Groups. He wrote the £2.2 billion business case that secured HM Treasury approval for the Priority School Building Programme and designed and launched the £440 million Condition Improvement Fund.

After the Grenfell Tower fire he managed the government’s Expert Panel and Industry Response Group at MHCLG, drafted the guidance issued to building owners, and built the eligibility framework for the £1 billion Building Safety Fund in six weeks. He has since led independent reviews for the Houses of Parliament, the Royal Household, and the Government Property Agency, and now runs PlaceSense, helping public programmes get funded and moving. He has designed and facilitated workshops for leadership teams and public sector clients, and his training uses the decisions he has worked on, including the ones made under pressure and with incomplete evidence.
